On April 15, with the support of the Institute of Public Governance of Peking University, the research team of National Governance Modernization held an academic seminar on "Central-local Interaction and Rural Reform" in Peking University. Zhao Shukai, a researcher of the Development Research Center of The State Council and distinguished professor of the Institute of Public Governance of Shandong University, delivered an academic report titled "Policy Competition under Multiple Powers: A New Interpretation of the Rural Reform in the 1980s". The conference was chaired by Zhang Changdong, a researcher of the Institute of Public Governance of Peking University.
